Wrightstown, Plumstead, Warrington shuffle township managers

Wrightstown is looking for a new top administrator for the municipality with word that Stacey Mulholland is being tapped to take the open township manager’s job in Plumstead.

At a special meeting on July 30, Wrightstown’s three-person board of supervisors appointed Gregg Schuster as interim township manager, saying that Mulholland is leaving for Plumstead.

In June, Warrington supervisors selected then-Plumstead Township Manager Angela Benner to take the top job in their township.

In Wrightstown, Schuster will begin consulting services on Aug. 5 as Mulholland transitions out of the role. He’ll officially begin as interim manager on Aug. 12 at a rate of $150/hour, with a minimum commitment of 30 hours per week.

“The township will not be paying any additional costs, such as medical insurance or retirement benefits, typically included with a permanent position,” said Wrightstown Supervisor Chair Chester Pogonowski.

In effect, the township manager oversees the day-to-day operations of the municipality. The manager has their hand on everything from the township’s finances to public works, making the position of critical importance. Schuster’s work in Wrightstown will include assisting officials in finding a new permanent township manager.

Schuster holds an MBA from the University of Connecticut and an undergrad degree in business management from Lehigh University.

He was township manager in Warminster from May 2016 to October 2020. He was also previously manager in Pocono Township for two years.

Other roles include being first selectman — essentially a CEO — for the town of Colchester, Conn.

Additionally, Schuster held various private sector business positions earlier in his career. Since November 2020, he has served as an interim manager in a handful of municipalities, including East Stroudsburg and Hopatcong, N.J.

Appointed in July 2022, Mulholland was the third township manager in Wrightstown history. She replaced Joe Pantano, who’d retired after 13 years in the role.

Mulholland’s resume includes 14 years as a supervisor in Plumstead (2004 to 2018) and six years as deputy chief of staff/district director for the late former Congressman Mike Fitzpatrick.

Most recently prior to Wrightstown, Mulholland spent more than four years as a public affairs specialist at the Delaware River Basin Commission.
